Tying the ground to neutral isn't safe, though some homeowners do it, either because they don't know better, or because they want fool those cheap neon light receptacle testers into showing "all OK." But if none is present in the wiring, what are you going to do until you can rewire? For one thing, surge suppressors don't work too well without one. You're absolutely right that not having a ground isn't great.
I've taken down old devices to find the insulation cracking off - and not just on old rubber insulated wire. The problem is in old houses that years of use with 100 or even 150 watt incandescent lamps have already degraded the wire insulation above the luminaires. The pros here may have further perspectives on this.Ĭorrect, modern CF and LED conversions produce lots of light with very little heat. So I would recommend going all the way, if you can possibly afford it. The excessive heat has degraded both the luminaires and the wiring to them. So most luminaires in these older homes have had years of use with oversize incandescent bulbs. Unfortunately, when these old houses were built, the standards for lighting called for quite a bit less light than people demand today. In a well-wired older house, it's sometimes said to be OK to not rewire ceiling lights, as long as you're OK with what you have. However, GFIs are well worth the small extra cost for the vastly improved safety. I think it's also still permissible to replace them with 2-pin receptacles (someone please correct me if that's wrong). Until you're able to rewire, you can replace them with GFIs marked "no equipment ground." There is currently no code-permitted way (that I know of) to ground the improperly installed 3-pin receptacles in your home.
